    Pour ½ gallon / ~2 liters of water into a pressure cooker. Add the 2 whole garlic cloves, 1 whole onion, 1 whole green pepper, 1 piece of ripe/red pepper, 2 bay leaves, 6 whole black peppercorns, and 1 tsp salt.

    Cut and add beef

    Cut the 2½ lbs / 1.1 kg flank steak into 2–3 large pieces (cut in half or thirds). Add the beef to the pot. Seal the pressure cooker and cook at pressure for about 25 minutes, until the meat is very tender and falls apart easily.
